TSC Abolition Of Delocalization Policy. The Teachers Service Commission (TSC) has clarified the delocalization policy that has been abolished.
They stated that it will ensure an equitable distribution of teachers around the country.
The clarification was in response to a query from Senator Ali Abdulahi Mundigi in the Senate Committee on Education on March 22, 2023.
The Senator questioned why certain counties did not receive enough teachers. According to TSC Chief Executive Officer (CEO) Dr Nancy Macharia, the commission has a policy of delocalizing teachers to guarantee that they are not recruited in large numbers to mainly metropolitan regions, but are fairly distributed to urban areas.
This policy is intended to ensure that all learners, regardless of geographical location, have access to quality education.
However, certain “hard-to-staff” counties have struggled to attract instructors. In Samburu area, just a few teachers requested deployment, while many more applied to be transferred outside of the area.
Turkana County had a similar problem. The TSC CEO cautioned the Senate and the public that the delocalization program does not require teachers to work in their villages if they are transferred to their home counties.

She stated that the Commission cannot dictate to teachers where they should work, but it must maintain an equitable distribution of instructors around the country.
Counties that do not draw many applications will be understaffed, whereas those with an abundance of instructors would be overstaffed, resulting in resource waste.
The most vulnerable places would be arid and semi-arid, as well as those with limited staffing. TSC has already indicated that it is dedicated to carrying out the rerouting of delocalized instructors.

The delocalization policy wreaked havoc on the lives of many teachers, forcing them to work in regions where they were uncomfortable and far from their spouses.
The strategy was first designed to guarantee that teachers gained a variety of experiences and skills.
However, it was not executed in a manner that met the needs of teachers, resulting in their opposition to the policy. Despite its dissolution, it is unclear what the Commission will do next to improve teachers’ abilities and experiences while also considering the needs of individual instructors.
The Commission is responsible for hiring and deploying teachers in public schools throughout the county. For decades, the Commission has worked to ensure that all learners, regardless of geography, have access to high-quality education.
TSC has also worked to increase teacher abilities and educational quality through teacher training and assistance, infrastructure improvements, and curriculum enhancements.
Teachers are transferred from one school to another depending on a variety of variables, including a commitment to equitable distribution and optimal teacher utilization, the availability of vacancies in the school, the necessity for a replacement(s), current staffing norms, and medical reasons.
However, a teacher must give evidence, such as a signed medical paper detailing their health status.
